Most of those who voted for the two parties were strongly opposed to such an arrangement, both before and after the election.45 The leader of New Zealand First had repeatedly and categorically ruled out a coalition with the National Party during the election campaign, so the formation of the government shocked voters and contributed to the public cynicism about politics which MMP had been expected to alleviate.
