eEurope 2002-handlingsplanen har undertitlen 'et informationssamfund for alle' og sigter mod at skabe et informationssamfund, der virkelig inddrager alle. Inddragelse i informationssamfundet indgår nu i både den europæiske beskæftigelsesstrategi og i den sociale integrationsproces, baseret på en rapport [26], der er udarbejdet med støtte fra ESDIS.
