I know that many felt annoyed and frustrated when the IPC was created by the former UK Government—and quite rightly so, because no-one wanted an unelected and unaccountable body to ride roughshod over the decisions, aspirations and views of local communities and local people, by making planning decisions about projects in Wales from a base in London.
