وتشير الأرجنتين إلى أن التعاون في مجال مصائد الأسماك في جنوب المحيط الأطلسي تعذر بسبب الأعمال الانفرادية المتتالية من جانب بريطانيا من قبيل إنشائها لولايات بحرية مزعومة حول جزر مالفيناس في عامي 1986 و 1990 وحول جزر جورجيا الجنوبية وساندويتش الجنوبية في عام 1993، وبيعها لتراخيص صيد الأسماك منذ عام 1987، ورفعها من جانب واحد عام 1994 للحظر الكامل المؤقت المفروض على صيد الأسماك في المنطقة المحددة في المرفق الأول من الإعلان المشترك المؤرخ 28 تشرين الثاني/نوفمبر 1990، وفي غرب تلك المنطقة، وإنشائها في عام 2005 لنظام حصص لموارد صيد الأسماك في المياه المحيطة بجزر مالفيناس، وهو تدبير يشكل تصرفا طويل الأمد وغير قانوني وأحادي الجانب في موارد صيد الأسماك في المناطق البحرية المتنازع عليها.

Argentina recalls that cooperation on fisheries issues in the South Atlantic has been prevented by successive unilateral acts by the United Kingdom, such as the establishment of alleged maritime jurisdictions around the Malvinas Islands in 1986 and 1990, and around the South Georgia Islands and South Sandwich Islands in 1993; the sale of fishing licences since 1987; the unilateral lifting in 1994 of the temporary total prohibition of fishing in the area defined in the annex to the Joint Statement of 28 November 1990 and in the area to the west of that area; and the establishment in 2005 of a quota system for fisheries resources in the waters surrounding the Malvinas Islands, a measure that constitutes a form of unlawful and unilateral long-term disposition of fisheries resources in the disputed maritime areas.

La Argentina recuerda que la cooperación en materia pesquera en el Atlántico Sur se ha visto imposibilitada por sucesivos actos unilaterales británicos, como el establecimiento de pretendidas jurisdicciones marítimas alrededor de las Islas Malvinas en 1986 y 1990, y alrededor de las Islas Georgias del Sur y Sandwich del Sur en 1993, la venta de licencias de pesca desde 1987, el levantamiento unilateral en 1994 de la prohibición total temporaria de pesca estipulada en el área descrita en el anexo de la Declaración Conjunta del 28 de noviembre de 1990 y en el área al oeste de aquella y la instauración en 2005 de un régimen de cuotificación de los recursos pesqueros en aguas circundantes a las Islas Malvinas, medida que constituye una forma de disposición ilícita y unilateral a largo plazo de recursos pesqueros en los espacios marítimos disputados.

L’Argentine rappelle que la coopération dans le domaine de la pêche dans l’Atlantique Sud a été rendue impossible par la prise par les autorités britanniques d’une série de mesures unilatérales, comme l’établissement de prétendues juridictions maritimes autour des îles Malvinas en 1986 et 1990, et autour des îles de Géorgie du Sud et Sandwich du Sud en 1993; la vente de licences de pêche depuis 1987; la levée unilatérale en 1994 de l’interdiction totale provisoire de pêche décrétée pour la zone décrite dans l’Annexe à la Déclaration commune du 28 novembre 1990 et dans la zone située à l’ouest de cette dernière; et enfin l’instauration en 2005 d’un système de quotas en ce qui concerne les ressources halieutiques des eaux entourant les îles Malvinas, mesure qui revient à disposer à long terme, de façon illégale et unilatérale, des ressources halieutiques des espaces maritimes contestés.

Аргентина напоминает о том, что сотрудничество в области рыболовства в Южной Атлантике оказалось невозможным в результате предпринимавшихся неоднократно односторонних действий Великобритании, как, например, установление так называемой морской юрисдикции в районе Мальвинских островов в 1986 и 1990 годах, а также в районах, прилегающих к островам Южная Георгия и Южным Сандвичевым островам в 1993 году, продажа лицензий на рыболовство начиная с 1987 года, одностороннее введение в 1994 году временного всеобъемлющего запрета на рыболовство в районе, включенном в приложение к Совместному заявлению от 28 ноября 1990 года, и в районе к западу от него, а также введение в 2005 году режима квот на лов рыбных ресурсов в водах, прилегающих к Мальвинским островам, что является незаконной и односторонней долгосрочной мерой с целью эксплуатации рыбных ресурсов в оспариваемых водных пространствах.
