The compromise reached in Madrid is fully in line with the objectives that guided this highly coordinated work carried out by Mr Brok and Mr Verhofstadt: to provide Europe with a service that has resources and powers sufficient to increase the consistency and effectiveness of the EU's external action, but which is, at the same time, closely linked to the Community method and the Commission, and subject to the full democratic control of the European Parliament.

El compromiso alcanzado en Madrid se adapta plenamente a los objetivos que han orientado este trabajo altamente coordinado realizado por el señor Brok y el señor Verhofstadt: dotar a Europa de un servicio que disponga de recursos y competencias suficientes para aumentar la coherencia y efectividad de la acción exterior de la UE, pero que esté, al mismo tiempo, estrechamente relacionado con el método comunitario y la Comisión, y sujeto al pleno control democrático del Parlamento Europeo.

Compromisul la care s-a ajuns la Madrid este complet aliniat obiectivelor care au ghidat această activitate extrem de coordonată întreprinsă de domnii Brok şi Verhofstadt: aceea de a-i oferi Europei un serviciu care să dispună de suficiente resurse şi puteri pentru a spori eficacitatea şi consistenţa acţiunii externe a UE, dar un serviciu care să fie, în acelaşi timp, strâns legat de metoda comunitară şi de Comisie şi supus controlului democratic total al Parlamentului European.
