বিশ্ব স্বাস্থ্য সংস্থার সংজ্ঞা আনুযায়ী সেই ওষুধ গুলো অত্যাবশ্যকীয় ওষুধের তালিকায় থাকে যেগুলো একটি জনপদ বা গোষ্ঠী বা দেশের বেশিরভাগ মানুষের স্বাস্থ্য সেবার প্রয়োজন মেটাতে পারে, এবং এজন্য এ নিত্য প্রয়োজনীয় ওষুধগুলো সব সময় পর্যাপ্ত পরিমাণে যথাযত ওষুধ আকারে সহজলভ্য হতে হবে, এবং এসকল ওষুধের মূল্য সাধারণ মানুষের ক্রয় ক্ষমতার মধ্যে থাকতে হবে।
