وقد أُبديت شواغل إزاء كون الشراكات بين القطاعين العام والخاص تشكّل مجالاً جديداً بالنسبة للمؤسسات المالية والقانونية والحكومية مما يجعلها لا تعالَج على نحو كاف؛ وإزاء قصور وعي أصحاب المصلحة بهذا الأمر؛ وكون المنازعات تؤثّر في عدد كبير من المشاريع؛ إلى جانب شواغل يُبديها ممثلو المجتمع المدني (بما في ذلك في جنوب آسيا وجنوب شرق آسيا وأمريكا الوسطى وأمريكا الجنوبية).(

Concerns have been expressed that PPPs represent a new area for financial, legal and Government institutions, and are not adequately handled as a result; there is a lack of understanding by stakeholders; many projects are bedevilled with disputes, and concerns are raised by civil society representatives (including in South and South-East Asia, Central and South America).
