The problem that the Minister has is that her statement here this afternoon explaining why the Government cannot support the amendment completely contradicts the evidence that she gave to committee at Stage 2, where she certainly did not make the case that local government could already do this, but that pooled targets might result in individual authorities failing to meet their part of the target.
