وعلى أية حال، لا ينبغي بذل أية محاولة لوضع مجموعة مفصلة من الأنظمة في البداية بل ينبغي الاتفاق على المبادئ العامة الأهم، بما فيها مبدأ التمتع بالحق دون مضارة الغير، وكلها تندرج في إطار مبدأ السيادة، كما ينبغي تجنب أي ذكر لمبدأ المشاعات العالمية أو لأية مفاهيم مماثلة.

In any event, there should be no attempt to establish a detailed set of regulations in the beginning, but rather to agree on the most important general principles, including that of sic utere tuo ut alienum non laedas, all within the framework of the principle of sovereignty and avoiding any mention of the principle of the global commons or similar notions.
