The present invention provides a method for producing a hydrogen-generating catalyst comprising the steps of: melting a metal; producing amorphous metal powder by pulverizing while rapidly cooling the melted metal; suspending the amorphous metal powder in an electrolyte; and applying a current to the electrolyte.
