(15) I henhold til nr. II, pkt. 3, stk. 3, i GemRL er det en forudsætning for at modtage støtte, at den offentlige foranstaltning er den eneste eller væsentligste grund til, at der gribes ind i den erhvervsmæssige virksomhed.
