The selection of Highway as the Montenegrin representatives in the contest was decided by a selection jury that consisted of members of the RTCG Council: lyricist Dragan Tripković, Radio Montenegro music editor Nada Vučinić, TVCG music editor Slaven Knezović and jazz musician Milorad Šule Jovović.
