The disclosed input/output member is provided with: a flat plate first insulating body having a first insulating substrate and a first glass layer; a line conductor arranged on the top surface of the first insulator body; and a second insulator body which has a second insulating substrate and a second glass layer and which is arranged on the top surface of the first insulating body such that the first and second insulating bodies sandwich a portion of the line conductor.
