أما إذا اعتُبر ترخيص الاستغلال الخاص قانونياً، فستتمكن الشركة العاملة من استرداد نسبة الـ 50 في المائة الأولى التي كانت قد أودعت في حساب الضمان وسيُلغى الرهن الذي كانت الحكومة قد وضعته.
