In 2012, in the absence of President Evo Morales, who left to appear at a meeting of the United Nations and Vice President Álvaro García Linera, departed for an official meeting in Vietnam, Montaño was named Interim President of the Plurinational State of Bolivia for five days, becoming the second woman in Bolivia's history (after Lidia Gueiler Tejada) to hold this position.

En el año 2012, ante la ausencia del presidente Evo Morales y el vicepresidente Álvaro García Linera, Montaño llegó a ocupar la presidencia del Estado Plurinacional de Bolivia de manera temporal, siendo la segunda mujer en la historia en convertirse en la máxima autoridad de Bolivia, sólo por detrás de Lidia Gueiler Tejada.
