وبالإضافة إلى تشجيع الوقاية من المخاطر ذات الصلة بالأمراض الخطيرة، يركز البرنامج على المسؤولية العامة في توفير الخدمات من خلال شبكة للحماية التضامنية تخلق علاقات مشتركة بين المؤسسات وبين القطاعات وتلغي الشكل التقليدي في التعامل مع الكوارث بواسطة آليات مرتبطة بالإحسان، أو الخير أو التبرع، وذلك بتحمل هذه المسؤولية باعتبارها مسؤولية من مسؤوليات الدولة وحقاً من حقوق المواطن.

In addition to promoting the prevention of risks related to the emergence of catastrophic illnesses, it also emphasizes public responsibility for the provision of services through a solidarity-based network which includes inter-agency and intersectoral relations and, by accepting that all citizens are entitled to health care and its provision is the responsibility of the State, eliminates the traditional way of dealing with catastrophic events through charity- and donation-based mechanisms.

Además de promover la prevención de los riesgos vinculados con la generación de enfermedades catastróficas, enfatiza la responsabilidad pública en la provisión de servicios mediante una red de protección solidaria que incluye relaciones interinstitucionales e intersectoriales y elimina la tradicional forma de atender los eventos catastróficos por mecanismos asociados con la caridad, la bondad o el donativo, asumiéndolo como responsabilidad del Estado y derecho ciudadano.
