وقد أوصى الأمين العام، وقررت الجمعية العامة بقرارها 57/292 المؤرخ 20 كانون الأول/ديسمبر 2002، أن يجري تنفيذ المخطط العام وفقا لنطاق أساسي، بموجب النهج الأول المتعلق بالتنفيذ على مراحل والحيز المؤقت، بميزانية تشييد مسقطة قدرها 049 1 مليون دولار، واقتراح تشرين الأول/أكتوبر 2004 موعدا لبدء أعمال التشييد، وأن تستغرق فترة التشييد مدة خمس سنوات.

The Secretary-General recommended, and the General Assembly decided in its resolution 57/292 of 20 December 2002, to implement the capital master plan on the basis of the baseline scope under the first approach to phasing and swing space, with a projected construction budget of $1,049 million, a proposed construction start date of October 2004 and a construction duration of five years.

El Secretario General recomendó, y la Asamblea General decidió en su resolución 57/292, de 20 de diciembre de 2002, llevar a la práctica el plan maestro con arreglo a la variante 1 de la ejecución por etapas y la utilización de locales provisionales, con un presupuesto de construcción proyectado en 1.049 millones de dólares, una fecha propuesta de inicio de la construcción en octubre de 2004 y una duración de cinco años.
