Developments have taken place during the period covered by this report, such as Instruction No # of # ovember on the treatment of stowaways from the Secretary of State for Security, the fourth section of which specifies that “the Government agent shall check the report and move promptly to take the individual off if it is found that there has been a breach of the ban on inhuman or degrading treatment, as required by article # of the European Convention for the Protection of Human Rights and Fundamental Freedoms”
