وليختنشتاين متفقة مع وفد جامايكا على أن الهدف الأساسي من الإصلاح يتمثل في تخفيف الجانب البيروقراطي من عملية الإصلاح هذه، وتقليل التكلفة الناجمة عنها بالنسبة لكل طرف، مع جعلها أكثر أهمية على الصعيد السياسي، وهي تدعو إلى تعزيز الحوار، سواء لدى تقديم تقارير متتالية أم في أثناء فترة إعداد هذه التقارير
