ويحدّد هذا الاتفاق الترتيبات التي يلزم أن يتم بموجبها نقل المعلومات و/أو التكنولوجيا المـُصنـّفة من جانب شركة يورينكو إلى داخل الولايات المتحدة، بما يمكـّن من ترخيص المحطة وتشييدها وتشغيلها (وكذلك مراقبة أي معلومات تعود بها محطة الولايات المتحدة إلى شركة يورينكو).

This agreement sets out the required arrangements under which Urenco classified information and/or technology is to be transferred into the USA, in order to enable the plant to be licensed, constructed and operated, (and the control of any information flowing back to Urenco from the US plant).
