فالاعتماد على هذا الصندوق يتيح للجنة المضي قدما بالمشاريع والأنشطة، على الفور تقريبا، وإنشاء قاعدة ذات طابع مؤسسي أكبر لدعم تنفيذ القرار من دون فرض مطالب مفرطة على قدرتها أو تقييد سلطتها التقديرية فيما يتعلق باستخدام موارد أخرى.

Relying on this Trust Fund allows the 1540 Committee to move forward with projects and activities almost immediately and to establish a base that is more institutional in nature for supporting implementation of the resolution without imposing excessive demands on its capacity or constraining its discretion with respect to using other resources.
