إن الهيئة الحكومية الدولية المعنية بالتنمية والاتحاد الأفريقي قدّما توصية إلى مجلس الأمن التابع للأمم المتحدة، بأن يفرض منطقة حظر للطيران وحصاراً للموانئ الجوية والبحرية التي يسيطر عليها المتمردون لمنع تدفق الأسلحة.
