I join in acknowledging the actions of Ambassador Moratinos, who I think, for good reasons, emulates Saint Job, because the truth is that he has shown admirable patience, but, in relation to the application of the Mitchell report, I would like to suggest to the High Representative for CFSP that he rightly pointed out that we need to apply the confidence measures at the same time as moving forward, that is, that they are not a prize.

Je salue aussi l’action de l’ambassadeur Moratinos qui est un émule de Saint Job, je crois, parce qu’il a réellement fait preuve d’une patience admirable, mais, concernant l’application du rapport Mitchell, je voudrais indiquer au Haut Représentant pour la PESC qu’il a très justement signalé que les mesures de confiance doivent être appliquées en même temps que l'on avance et qu'elles ne doivent dès lors pas constituer une récompense.
