ويعكس قانون الصحة العام رقم 14/1986 الولاية الدستورية، وتقع بموجبها مهمة التنسيق العام لنظام الصحة على عاتق الدولة، التي ينبغي عليها تحديد السبل الكفيلة بتيسير المعلومات المتبادلة، والتجانس التقني والعمل المشترك الذي من شأنه أن يحقق التكامل بين الأعمال الجزئية المنجزة في إطار نظام الصحة الوطني في مجمله.

The Health Act (No. 14/1986) gives effect to the constitutional mandate making the State responsible for the general coordination of health matters: it must provide the means for information-sharing, technical consistency and joint action that pools and coordinates individual activities within the national health system.

En la Ley N° 14/1986 General de Sanidad se plasma el mandato constitucional, según el cual la coordinación general sanitaria corresponde al Estado, que debe fijar los medios para facilitar la información recíproca, la homogeneidad técnica y la acción conjunta que logre la integración de actos parciales en la globalidad del SNS.

Общий закон No 14/1986 о здравоохранении реализовал положение Конституции, согласно которому общая координация в сфере здравоохранения входит в сферу ответственности государства, которое обязано определить пути содействия во взаимном обмене информацией, обеспечении технической совместимости и осуществлении совместных действий, которые позволили бы включить проводимые на местах отдельные акции в общую систему деятельности НСЗ.
