ولما كان الهدف يتمثل في ضمان أن يستفيد كل طفل محتاج من كيان يشبه عن قرب بقدر الإمكان بيئة أسرية طبيعية، فقد اختارت السلطات الرومانية إغلاق عدد من الملاجئ وإحلال خدمات بديلة محلها، مثل البيوت الشبيهة بالأسر، بدعم من مختلف الشركاء مثل الاتحاد الأوروبي واليونيسيف ووكالة الولايات المتحدة للتنمية الدولية.

Since the objective was to ensure that every child in need benefited from a structure resembling as closely as possible a normal family environment, the Romanian authorities had opted to close a number of orphanages and replace them with alternative services, such as family-type homes, with the support of various partners such as the European Union, UNICEF and the United States Agency for International Development (USAID).
