Kanda (Ghana), speaking in his capacity as Chair of the Advisory Committee on the United Nations Programme of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law, and also in his national capacity, recalled that he had approached the responsibility of chairing the Advisory Committee with some hesitation because he was not a lawyer.
