본 발명은 제1석탄건조기, 제2석탄건조기 및 제3석탄건조기로 이루어지고, 이와 같이 다단의 석탄건조기에서 고온의 재열증기를 이용하여 화력발전소의 사용 연료인 석탄 내부와 외부에 잔존하는 수분을 제거하여 석탄의 불완전연소를 방지함으로써 석탄 열량의 향상과 공해물질의 배출을 최소화하고, 시스템의 부식방지 및 내구성을 향상시키며, 수분감소에 따른 자연발화율을 감소시키고, 석탄미분기의 분쇄능률 및 석탄의 연소 때에 발전보일러의 열분포를 향상시키며, 석탄의 이송 때에 이동 통로 막힘 현상을 해소할 수 있고, 수요가 적은 저급 석탄의 활용도를 높여 석탄 공급의 안정성을 향상시킬 수 있다. 또한, 고열량탄에 비하여 가격이 저렴한 저열량탄의 사용이 가능하고, 석탄 수입량 감소로 연료비 및 원가를 절감할 수 있고, 석탄 소비량을 상대적으로 줄일 수 있어 연소가스로부터 발생되는 폐기물 및 오염물질 배출의 저감과 이산화탄소 감축할 수 있는 효과를 누릴 수 있으며, 해외기술의 대체효과와 설비의 해외 수출 등의 효과를 기대할 수 있다.
