غير أن الفساد وقرارات الاستثمار الرديئة والإنفاق المفرط وانعدام التخطيط عوامل جعلت ناورو، عند نفاد الفوسفات جُلِّه في التسعينات، تفقد معظم أصولها وتواجه عجزاً في ميزانياتها، ودفعت الحكومة إلى الغرف من الاحتياطيات لتمويل عجز الميزانيات(2).

However corruption, poor investment decisions, overspending and lack of planning meant that by the 1990s when the phosphate was almost completely gone, Nauru’s assets had almost disappeared, the government was running deficit budgets, and the government was eating into reserves to finance the budget deficits.
