그럼에도 불구하고 바레인은 여전히 유엔인권이사회에 참가하려는 인권보호단체들에 여행금지령을 내리고 있고, 아제르바이잔은 계속 시민사회단체에 침묵을 강요하고 있으며, 러시아는 다양한 법규를 이용해 표현의 자유를 제한하고 있다. 그러면서 이들 국가들은 유엔인권이사회 어휘 사전에서 “인권보호자”라는 개념 자체를 아예 없애려고 하고 있다.
