Όταν η Επιτροπή προβάλλει - όπως εκθέτει περαιτέρω η Ισπανία - ότι εκμηδενίζεται η αρχή της ίσης μεταχειρίσεως όταν ένα κράτος μέλος μπορεί να περιορίσει αδικαιολογήτως το πεδίο δραστηριοτήτων του διακινούμενου αρχιτέκτονα, τότε αυτό σημαίνει ότι είναι δυνατός ο περιορισμός της εν λόγω αρχής εφόσον αυτό είναι δικαιολογημένο.

The Spanish Government further states that if the Commission contends that the principle of equal treatment would be nullified if a Member State were able, without justification, to restrict the scope of activities open to a migrant architect, this would mean that it is possible to restrict that principle where justification does exist.
