وقد وجهت إلى الأمين العام لوزارة الدفاع كما وجهت نسخ منها إلى رئاسة الجمهورية، ورئيس الحكومة، ووزير العدل، ورئيس البرلمان في ذلك الحين، ورئيس المنطقة العسكرية الخامسة، ورئيسي رابطتي حقوق الإنسان ووسيط الجمهورية.

It was addressed to the Secretary-General of the Ministry of Defence with copies to the Office of the President of the Republic, the head of Government, the Ministry of Justice, the then speaker of parliament, the head of the fifth military region, the presidents of the two human rights leagues and the Ombudsman.
