وإذ تضع في اعتبارها أيضاً أن الإرهاب بجميع أشكاله ومظاهره يخلق بيئة تقضي على مُثُل الإنسان الحرّ الذي يتمتع بالعيش في مأمن من الخوف والعوز، وتجعل من الصعب على الدول أن تعزز وتحمي حقوق الإنسان والحريات الأساسية،
