In November 1991, newly elected Vietnamese Prime Minister Võ Văn Kiệt travelled to Beijing and met his Chinese counterpart, Li Peng, and they issued an 11-point communiqué re-establishing diplomatic ties between the two countries after 10 years without formal relations. The end of the Cambodian conflict also brought an end to the ASEAN-imposed trade and aid embargo which had been in place since 1979. In January 1990, Thai Prime Minister Chatichai Choonhavan publicly voiced his support for Vietnam, and the rest of Indochina, to gain admission into ASEAN.

เวียดนามกากและจีนได้สถาปนาความสัมพันธ์ทางการทูตระหว่างกันในเดือนกุมภาพันธ์ พ.ศ. 2533 ต่อมาในเดือนพฤศจิกายน พ.ศ. 2534 นายกรัฐมนตรีคนใหม่ของเวียดนาม หวอ วัน เกียตได้เดินทางไปยังปักกิ่งเพื่อเข้าพบนายหลี่ เผิง เพื่อเจรจาเกี่ยวกับความสัมพันธ์ที่เป็นทางการระหว่างกัน การสิ้นสุดความขัดแย้งในกัมพูชา ทําให้ประเทศในอินโดจีนเข้าร่วมกับอาเซียน ในช่วง พ.ศ. 2534 – 2535 เวียดนามได้ฟื้นฟูความสัมพันธ์ทางการทูตกับประเทศสมาชิกอาเซียน และการลงทุนของประเทศสมาชิกอาเซียนในเวียดนามระหว่าง พ.ศ. 2534 – 2537 คิดเป็น 15% ของการลงทุนของต่างชาติในเวียดนาม
