ويظل بناء القدرات في مجال وضع السياسات المتعلقة بالعلم والتكنولوجيا والابتكار مجالاً مهملاً في العديد من البلدان، وفي ذلك إشكالية تبرر تكثيف الدعم والتعاون على الصعيد الدولي، عن طريق عمل الهيئات الدولية المعنية مثل اللجنة المعنية بتسخير العلم والتكنولوجيا لأغراض التنمية، والأونكتاد، ومنظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو)، واللجان الإقليمية التابعة للأمم المتحدة، والبنك الدولي؛ وعلى الصعيد الحكومي عن طريق التعاون بين الشمال والجنوب والتعاون بين الجنوب.

STI policy capacity-building remains a neglected area in many countries, and this is an issue that warrants a stepping-up of support and cooperation at the international level, through the work of relevant international bodies such as the CSTD, UNCTAD, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations regional commissions and the World Bank, and, at the governmental level, through North–South and South–South cooperation.

En muchos países se sigue prestando muy escasa atención al desarrollo de la capacidad en materia de políticas de CTI, lo que hace aconsejable intensificar el apoyo y la cooperación internacionales, mediante actividades de entidades internacionales como el Centro de Ciencia y Tecnología para el Desarrollo (CCTD), la UNCTAD, la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), las comisiones regionales de las Naciones Unidas y el Banco Mundial, y, a nivel estatal, mediante la cooperación Norte-Sur y Sur-Sur.

Le renforcement des capacités en matière d’élaboration de politiques dans ces trois domaines est négligé dans de nombreux pays, et c’est un problème qui justifie l’intensification de l’aide et de la coopération internationales et l’intervention d’organismes internationaux compétents tels que la Commission de la science et de la technique au service du développement, la CNUCED, l’Organisation des Nations Unies pour l’éducation, la science et la culture (UNESCO), les commissions régionales des Nations Unies et la Banque mondiale, et, au niveau gouvernemental, la coopération Nord‐Sud et Sud‐Sud.

Во многих странах вопросам создания потенциала по вопросам политики в области НТИ по‐прежнему не уделяется внимания и данная проблема является достаточным основанием для активизации усилий по оказанию поддержки и расширению сотрудничества на международном уровне по линии деятельности соответствующих международных органов и учреждений, таких, как КНТР, ЮНКТАД, Организация Объединенных Наций по вопросам образования, науки и культуры (ЮНЕСКО), региональные комиссии Организации Объединенных Наций и Всемирный банк, а также на межправительственном уровне в рамках сотрудничества Север-Юг и Юг-Юг.
