ومن الممكن أن يوضّح الدليل أن إفشاء هوية مقدّمي العطاءات، وبخاصة حينما يشارك عدد صغير من مقدّمي العطاءات في المناقصة، قد يؤدي إلى تواطؤ مقدّمي العطاءات في المناقصات المتعاقبة بشأن النوع نفسه من المنتجات أو أي نوع شبيه به، ويجعل بالتالي الحفاظ على الطابع التنافسي في السوق ونجاح المناقصات في المستقبل محفوفا بالمخاطر.

The Guide might explain that disclosure of identity of bidders, especially when a small number of bidders participated in the auction, might lead to collusion of bidders in successive auctions on the same or similar type of products and thus jeopardise the maintenance of competitiveness in the market and the success of future auctions.
