وفي مثل هذه الظروف، قد تترتب آثار سلبية خطيرة على وقف المساعدة للحكومة اليوغوسلافية ريثما تتم تلبية المطالبات الدولية بتسليم الرئيس السابق إلى المحكمة الدولية لمحاكمة الأشخاص المسؤولين عن الانتهاكات الجسيمة للقانون الإنساني الدولي التي ارتكبت في إقليم يوغوسلافيا السابقة منذ عام 1991، في لاهاي.

In these circumstances, it may be dangerously counterproductive to withhold assistance to the Yugoslav Government until international demands are met for the former President to be handed over to the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991, in The Hague.

En esas circunstancias, podría ser contraproducente retener la asistencia al Gobierno de Yugoslavia hasta que se cumplieran las exigencias internacionales de entregar al ex Presidente al Tribunal Internacional de La Haya para el enjuiciamiento de los presuntos responsables de las violaciones graves del derecho internacional humanitario cometidas en el territorio de la ex Yugoslavia desde 1991.

Dans ces conditions, il pourrait être dommageable et dangereux d’attendre, pour offrir une assistance au Gouvernement yougoslave, que l’ancien Président ait été déféré au Tribunal pénal international chargé de juger les personnes accusées de violations graves du droit international humanitaire commises sur le territoire de l’ex-Yougoslavie depuis 1991 comme le demande la communauté internationale.

В таких условиях представляется опасным и контрпродуктивным воздерживаться от предоставления помощи правительству Югославии до тех пор, пока не будут выполнены международные требования о передаче бывшего президента Международному трибуналу для судебного преследования лиц, ответственных за серьезные нарушения международного гуманитарного права, совершенные на территории бывшей Югославии с 1991 года.
