ومن المهام الرئيسية في هذا الصدد ضمان ألا تطغى المصالح الاقتصادية للشركات على مصالح البلدية ومصالح المواطنين، مع العمل في الوقت ذاته على ضمان ألا يتسبب التقيد الصارم بمبدأ الرعاية العامة في فقدان المزايا المحدّدة الناجمة عن اتّباع التوجه الاقتصادي العقلاني.
