Although Japan had unconditionally surrendered, when Emperor Hirohito had made his announcement over the radio, he had used formal Japanese, not entirely intelligible to ordinary people and, instead of using the word "surrender" (in Japanese), had mentioned only "abiding by the terms of the Potsdam Declaration."
