Pe byddai'r Cynulliad, rywbryd yn y dyfodol, yn ceisio deddfu o safbwynt adran 28, neu unrhyw adran arall sy'n berthnasol i asiantaethau anstatudol neu asiantaethau annatganoledig, a all y Dirprwy Weinidog roi arwydd heddiw, neu a wnaiff addo archwilio, sut y bydd Llywodraeth Cymru'n sicrhau y bydd y ddeddfwriaeth a wnawn yn cynnwys ac yn rhwymo'r asiantaethau hynny nad yw'r pwerau drostynt, ar hyn o bryd, wedi eu datganoli i'r Cynulliad?

Were the Assembly to seek, at some future date, to legislate with regard to section 28, or any other section that also applies to non-statutory agencies or non-devolved agencies, can the Deputy Minister indicate today, or will she undertake to explore, how the Government of Wales will ensure that the legislation we make will involve and bind those agencies over which powers are, at the moment, not devolved to this Assembly?
