وفي الماضي كان هذا المجلس، المؤلف من 27 مقعدا، يضم أعضاء تختارهم مجالس شيوخ القبائل (التوبوليغا) في كل قرية لولاية مدتها ثلاث سنوات. ولا ينتخب سوى الفايبول (ممثل كل قرية) والبولنوكو (عمدة كل قرية).

In the past, the 27-seat General Fono was made up of members chosen by each village’s Taupulega (Council of Elders) to serve three-year terms; only the Faipule (the representative of each village) and the Pulenuku (the mayor of each village) were elected.
