وافتتح الاجتماع السيد برتراند رامتشاران،نائب المفوض السامي لحقوق الإنسان، الذي توجه بالشكر إلى حكومة ليختنشتاين لاستضافتها الكريمة لاجتماع تداول الأفكار، وأدلى بملاحظات استهلالية حول مسألة إصلاح الهيئات المنشأة بموجب معاهدات حقوق الإنسان.

Die Tagung kam überein, auf der Grundlage des Hintergrunddokuments über die Reform der Vertragsorgane (HRI/ICM/2003/3) zu arbeiten, das vom Amt des Hohen Kommissars für Menschenrechte im Hinblick auf Konsultationen zur Frage der Reform des Systems der Menschenrechts-Vertragsorgane ausgearbeitet wurde, ohne jedoch andere maßgebliche Fragen auszuschließen, die in dem Hintergrunddokument nicht erwähnt werden.

The meeting was opened by the Deputy High Commissioner for Human Rights, Mr. Bertrand Ramcharan, who thanked the Government of Liechtenstein for generously hosting the brainstorming meeting and offered introductory remarks on the issue of treaty body reform.
