يكرر صاحب البلاغ ما ذكره من أنه لم يكن هناك قط أي تحقيق فوري وجاد ونزيه وفقاً لما تقضي به الاتفاقية، رغم إرساله شكوى إلى السلطات القضائية مشفوعة بتقرير طبي يؤكد أنه ضرب عدة مرات وأُصيب بعدة كدمات.

The author reiterates the fact that there was never a prompt, serious and impartial investigation as required by the Convention, although he had lodged a complaint with the judicial authorities together with a medical report confirming that he had received multiple blows and bruises.

El autor reitera que, pese a haber presentado denuncia ante las autoridades judiciales acompañada de un informe médico que testimoniaba los múltiples golpes y contusiones recibidos, jamás hubo una investigación pronta, seria e imparcial como exige la Convención.
