وهذا النهج الذي يسلب في نهاية المطاف القيم الإنسانية التي يتمتع بها المهاجر أو الأجنبي أو ملتمس اللجوء - ويقضي في الوقت ذاته على سمة التنوع - إنما ينبع في الواقع من إيديولوجيا تسلسل مرتبة الثقافات والأعراق والحضارات وهي إيديولوجيا قديمة استندت إليها تاريخياً كافة أشكال السيطرة على الشعوب وشرعية الثقافة والعقليات العنصرية، مشكّلة بذلك أرضية خصبة لجميع الأشكال القديمة والحديثة للعنصرية وكره الأجانب، ومعاداة السامية وكره الإسلام، ومبرّرة التحريض على الكره العنصري أو الديني.

This approach, which amounts to the negation of the very humanity of the immigrant, foreigner or asylum-seeker precisely because of their diversity, is part of the old ideology of the hierarchy of cultures, races and civilizations, on which all subjugation of peoples and legitimization of racist mentalities and culture have historically been founded, creating a breeding ground for all old and new forms of racism and xenophobia, from anti-Semitism to Islamophobia, and serving to justify incitement to racial or religious hatred.

Este enfoque, que niega en definitiva la propia calidad humana del inmigrante, el extranjero o el solicitante de asilo, precisamente, por su diversidad, forma parte de la antigua ideología de la jerarquización de las culturas, las razas y las civilizaciones, que fue el fundamento histórico del dominio de todos los pueblos y de la legitimación de la cultura y la mentalidad racista; de esta manera se creó el terreno fértil para todas las formas antiguas y modernas de racismo y xenofobia, del antisemitismo a la islamofobia, y que sirve de justificación a la incitación al odio racista o religioso.
