In reply to the observer for Egypt, he agreed that States were in fact abdicating their responsibilities when, in the context of their negotiations with multilateral institutions, they did not mention their own obligations under the international human rights instruments to which they had become parties.

Oloka‐Onyango reconnaît qu’effectivement les États abdiquent leur responsabilité lorsque, dans le cadre de leurs négociations avec les institutions multilatérales, ils ne mentionnent pas leurs propres obligations au regard des instruments internationaux relatifs aux droits de l’homme auxquels ils ont souscrit.
