إذا كانت الذخيرة العنقودية مصمَّمة حصراً كذخيرة مضادة للمدارج وتنشر أو تُطلق ذخائر فرعية متفجرة تزن كل منها أكثر من خمسة كيلوغرامات، وتُستعمل ضد مدارج صلبة مشيدة من الخرسانة الكتلية، أو من الخرسانة المسلحة، أو من الأسفلت أو من خليط منها، أو من مادة معادلة تُحدث مقاومة جهد الضغط نفسها.

the cluster munition is designed exclusively as an anti-runway munition and disperses or releases explosive sub-munitions each of which weighs more than five kilograms, and is used against hard-surfaced runways, constructed from mass concrete, reinforced concrete, asphalt or a combination of these, or from an equivalent material which yields the same compressive strength.
