All parties agreed that LECs should be able to connect to in-building wire that is owned and controlled by other LECs in the circumstances set out in the 5 June 2000 letter, as amended on 27 June 2000, where the LEC that requires access is not co-located in the CO of the LEC that controls the in-building wire.
