ويتسق تقسيم الأهداف إلى غايات قطاعية مع النهج الأساسي للحق في التنمية القائل بالاعتراف بأن الفقر مفهوم أوسع من عدم امتلاك دخل كاف، ويتطلب، مثلما جاء في المادة 8 من إعلان الحق في التنمية، "تكافؤ الفرص للجميع في إمكانية وصولهم إلى الموارد الأساسية والتعليم والخدمات الصحية والغذاء والإسكان والعمل والتوزيع العادل للدخل".

A breakdown of the Goals into sectoral targets is consistent with the underlying approach of the right to development to acknowledge that poverty is a broader concept than not having enough income and requires, as stated in article 8 of the Declaration on the Right to Development: “equality of opportunity for all in their access to basic resources, education, health services, food, housing, employment and the fair distribution of income”.

El fraccionamiento de los Objetivos en metas sectoriales se corresponde con el planteamiento del derecho al desarrollo, de reconocer la pobreza como algo más que la simple insuficiencia de ingresos, lo que exige, como dispone el artículo 8 de la Declaración sobre el Derecho al Desarrollo "la igualdad de oportunidades para todos en cuanto al acceso a los recursos básicos, la educación, los servicios de salud, los alimentos, la vivienda, el empleo y la justa distribución de los ingresos".
