وفي ظل التقدم المحرز في مجال الجهود المبذولة من أجل إعادة توحيد البلد وتحقيق السلام به واستعادة سلامته الإقليمية، إلى جانب إعادة تأسيس سلطة الدولة، يلاحظ أن جمهورية الكونغو الديمقراطية قد أصبحت، أكثر من أي وقت مضى، في غاية القرب من الاضطلاع بانتخابات تعددية شفافة يمكن لها أن تنهي أزمة الشرعية وعملية الانتقال المديدة.

With the progress made in efforts to reunify, bring peace to and restore the territorial integrity of the country, and to re-establish the authority of the State, his country was closer than it had ever been to pluralist and transparent elections which could bring an end to the crisis of legitimacy and to the long process of transition.
