Having consulted with the Group of Experts on Côte d'Ivoire and the Kimberley Process, the Panel believes that some of this production may have been smuggled through Côte d'Ivoire to Ghana, from where it (as well as production from Latin America) has been exported through legitimate, certificated channels to the international market
