This has led to a management strategy which is creating 11 regional offices and 6 stand-alone Country Offices, and the decentralization of financial, administrative, and program functions. The success of this decentralization strategy will depend upon the competence of field staff, the successful delineation of roles and responsibilities, and the degree to which HQ can redefine its culture to one of service to the field.

Les changements en question ont abouti à l'adoption d'une stratégie en matière de gestion qui prévoit la création de 11 bureaux régionaux et de 6 bureaux nationaux autonomes, et la décentralisation des fonctions financières, administratives et de programme. Cette stratégie de décentralisation donnera les résultats escomptés dans la mesure où le personnel sur le terrain possédera les compétences voulues, où les rôles et responsabilités de chacun seront bien délimités, et où l'administration centrale saura adapter sa culture pour répondre aux demandes du personnel sur le terrain.
